Should the wastegate actuator leak air? 200 1984

I am trying to figure out if the diaphram in the wastegate actuator is blown. If I try to pump it up with a bicycle pump is leaks air. Is it normal for it to leak a bit or should it hold pressure? The wastegate is free but not working, and the hose to the actuator was split, so I am hoping that is all that it was.
