drum brake damping spring? 120-130

Well, I'm waiting on some parts before I can button up my rear drums. ('65)

Need an e-brake cable that IPD is tracking down for me. And I'm missing what Haynes calls a damping spring (not the shoe return springs) on one side. Wasn't there when I opened up the hub.

Brakes worked without this spring, anyone know what this does? Pretty sure Volvo engineers had it there for a reason so I intend to track one down before I close up the drums. Thinking of making one if I can't find one.

Any ideas or suggestions? Thanks to all for the pointers from my previous post.
