Tough time starting when cold 200

Good afternoon everyone. My 1983 242 turbo is having a tough time running on cold starts. It has no problem starting or firing up for that matter. It starts running and starts to idle around 1200 rpm and then quickly drops down sometimes to the point of stalling out. After about two or three stalls it will run fine. And if I turn it off and start it while it is still warm it has no problems. I have changed all of the fuel regulator hoses as the old ones were in poor condition. I have also checked the timing and adjusted timing to 10 degrees TDC (Is this correct?). Please help my volvo. Thanks ahead of time!
