Car idles at 3K after B23 intake manifold conversion 200 1984

I recently did the B23 intake manifold conversion to my 84 242 turbo. Everything came along pretty well until last night. I had been driving the car for about a week now and when I started it up earlier it would just idle at 3K. Even after driving it around for awhile it would still idle at 3K. What is the probabale culprit?....idle air control motor. Any info would be appreciated.
