Locking torque converter? 700 1991

I know I have the AW71 transmition and on the original window sticker that came from the factory it says it has a locking torque converter. I do not know if mine is working properly. Do torque converters wear out and not functions as they should? It does not seam like it locks and hold RPM's very well. My transmission is in great shape and ships beautifully! When on the highway, if you give it a little gas the RPM's jump up about 250-300revs before you feel the car start to accalerate again. Is this just me going crazy or what?
