164E heating 140-160 1975

I bought a 1975 164E which I intended to recondition. Long story short, I changed clusters because of a bad odometer, and the radiator because of a leak with a recored radiator, as well as the thermostat. 10 minutes out of the driveway the temperature gauge pegs. Yet the radiator water checks well below 200 F, but the block area where the sensor is checks above 200 (checked with a laser temperature gun). I have not yet changed the water pump in case the impeller is slipping.

I'm told the 164E had a "hot" problem anyway, but that some owners solved the problem. Any input anybody?
