turbo bolts loose and rattling(84 245ti) 200 1984

hey all, i have a problem which seems simple but my lack of experience with turbo volvos may be holding me up. the turbo on my 84 245ti is loose at the junction with the exhaust manifold. it seems that all i need to do is tighten the nuts down but access to the heads of the bolts(the ones going through the manifold) is very limited. perhaps they are not supposed to be spinning freely in the first place(they are) or perhaps i am being a baby and just need to take off the manifold and tighten from the back side. any advice from those who may have run into this problem is appreciated. thanks for all your help.
