in dash vents stop working under low engine vacuum 200

Got the AC on and when I get into the throttle, the in dash vents stop blowing and all the air starts to blow out the floor registers. Back off the throttle, and they start flowing again. I know all those little flapper motors are vacuum operated and that there's a vacuum tank reservior way back in there in blower motor land but anyone have any ideas before I start the day-long process of tearing the whole dashboard/console out and looking for leaks?

THanks,
Bob
