900 Suspension IS GARBAGE!!!!!!! 900 1991

Has anyone had wheel balance problems when UPGRADING wheels to 17 inch???I put on a set of 17 inch TSW Avus R's and had wheel balance problems I narrowed it down too suspension. How I did that well I have a friend in Swedespeed with a set of 17 inch Titans and we put those on my car and still had a problem and theni put the Avus R's on my 240 T and no problem.Any ideas the car has already had an fea it also has sway bars front and rear new tie rods inner and outter new ball joints and it had IPD POLY strut rod bushings took them out because it made wheel balance problem worse.I am ready to replace the rack and all front end bushings.Car is also lowered and Bilstiens with Volvo lower chassis brace. HELP. Eight Volvo's and counting.
