loose front end 200 1983

Bricksters, I have an 83 242 turbo. Tried to get it lined up a while ago, and needed ball joints and tie rod ends. Replaced both. Also did inner and outer wheel bearings. The car tracks fairly straight (before alignment), but was still chewing the hell out of the OUTSIDE edge of the front tires. I pulled the top strut tower camber adj. ALL the way in toward the motor thinking I should now chew up the inner edge, but no dice...still rips up the outer edge. I dont want to waste another $50 on an alignment that can't be done due to the front end still being loose. Might replacing the control arm bushings solve my woes? I feel looseness over very rough roads and rail tracks even after doing the other work. The only stuff not replaced are the bushings, and the top strut mounts (don't think the top mount would be the problem, though). I'd really appreciate if someone could advise on this matter.
