Timing problem 700 1989

Hi all. I just replaced my distributor with a rebuilt unit. To help with the timing, I put alignment marks on the old distributor and then transfered them to the new one...reinstalled the new unit...lined up the marks and presto...the timing should have been set correctly...no? Well I put my timing light on it and it was approximately 12-15 degrees too far advanced. I thought this can't be. So I monkeyed with the distributor...and could only get the timing back to around 15 degrees advance before reaching the limit of the distributor's adjustment range...not near the 12 degrees for spec. What happened? Do you think my timing belt skipped a tooth? How safe is it to drive at this timing setting until I have time to give it more attention? Also, my timing mark wanders around a few degrees so it is a guessing game anyway whenever I set the timing. Is it suppose to wander like this? Any help would be appreciated. Thanks.
