Rebuild turbo or buy replacement ?? 91-940T 900

Hi
My 91 940T with 195K blows smoke when I really peg it, and it will use about 1 qt from 700 - 1000 miles. The turbo works fine, so I am wondering if:
1)I should rebuild the turbo that is on there; i.e. - new parts inside ??
2) Buy a complete rebuilt replacement.
3) Just drive it ..add oil as needed.

One reason I ask is that I am thinking that calibration and setting up properly can be an issue, and it may be that I just leave well eneough alone.
