How do you test the idle control valve with Regina fuel system? 700 1991

Hi,

I have the Regina fuel system on a 1991 745 and it is having an intermitent starting problem(hot or cold) and the diagnostic fault code on the computer come up with two codes 2-2-3 (Signal missing to/from idle valve) and the code 1-3-2 (battery voltage too low/high) does any one know how to electrically test the idle control valve to see if it is fuctional(would this cause a starting problem???). The battery is good so I don't know about the other fault code???
