Fuel pressure regulator question. 200 1989

As the many message posted Volvo owners I also have hard starting (cracking normally) and rough idling problem. Just cleaned throttle body, changed spark plugs, air filter and fuel pump relay, and also cleaned idle regulator. The problem seemed lessened somewhat, but I still notice the idle is rough and - this is new to me - slight bluish smoke is coming out of the exhaust.

During cleaning the in-take system I notice some gasoline in the vacume connection hose connecting fuel pressure regulator and in take manifold. Is this mean the fuel pressure regulator is not functioning properly? Is there any why to check the regulator?
