Cruise control 700 1990

The cruise control is not working
I have a 3 wire plug to the vac pump.
when I turn on the criuse control 1 of the wires has voltage, but none of the wires work as a ground.
Is the pump supose to get the ground from the frame of the pump?

The vac line are good. should I look elsewhere for the probplem or is the vac pum bad? Since it does not run when the cruise switch is turned on.
