oily exhaust valve 200

Have been trying to figure out a compromise between cost and a solution for what appears to be bad intake valve stem seals; car occasionally smokes on start up (especially hot starts) and under vacuum situations. I changed the seals and noticed that the #1 and 4 exhaust valve stems (at the end of the guide in the port) were oily. Can someone explain this for me? Thanks.
