B21FT engine bogs down when turbo boost comes up 200 1984

I've been tinkering with this CIS turbo engine to no avail. I can get about 3000 rpm at no load, but as soon as I get any boost, it falls on its face. Checked all the basics, timing, cam timing, compression, valve lash, spark plugs and wires etc. Any help out there? While driving, I can get up to about 42 miles per hour. I have disconnected the exhaust at the turbo, same prob. Bypassed the turbo and hooked intake direct, same problem. It smells rich. Checked fuel pressure after filter, 80psi. seems the problem occurs at approx 1/2 throttle plate opening. Thanks in advance for all suggestions.
