How do you replace the heater control panel back lights 700 1991

my volvo is many years older than yours, but i think i know how to get at the light...
my switcher control panel for the AC/heater is held on by four screws that are very easy to get to, right in front, regular run-of-the-mill screws. the metal clips you speak of i am not sure about so whether your switcher is as easy as mine to get to i don't know, so maybe someone with a later model (mines an '87) can answer whether or not you'll have to start from the bottom of the console and work your way up.
once you get the panel loose (by unscrewing or maybe unclipping) the lightbulb socket will be easy to find. you'll have to rotate it (in either direction) a half turn to get it to come out. then just replace the bulb. (sorry i don't know what type of bulb but once you have it out you can look up the part number online at many volvo car parts websites)
i realize my info is rather vague and may be of no use, but maybe it will help, also i have no idea how to get into the seatbelt clip to get to the light.
good luck,
trina
