Idle Vacuum reading for B21F?? 200

What do y'all get for idle vacuum? After reassembling my son's '81, I got it running reasonably well, but it seems a little "flabby", low-RPM response isn't great and it pulls only 12-13 inches vacuum at idle. I've pulled the hoses one at a time and plugged their intake ports, - no difference. Sprayed a little WD40 around the injectors in case their o-rings were shot. Nada. I took my guage and plugged it into my daughter's 83 (B23F) and it shows 21 inches at idle. I would expect a mild-cammed stock engine to pull the 20-number. What's your experience?
