Headliner glue?

New headliners are/should be installed with 3M super trim adhesive applied as a contact cement.

I can't recommend what you plan to do.
Chances are if the headliner is falling down it was improperly installed or the foam is breaking down and in any case the headliner job will probably have to be redone with new fabric. But go ahead and try to kludge it...it won't hurt and the worst is a waster can of spray adhesive.

And who knows, 'In a year the pig may learn to fly.'
