Your turbo idle is NOT set using the idle adjustment screw.
Sounds like you have a stuck AIC motor/valve and/or a vacuum leak or a bad idle switch.
First, you clean the throttle body and set the throttle butterfly to close without sticking (mechanical stop) and then set the idle switch so you hear it click with the slightest movement of the throttle body. Count the number of turns of that big black knob when you take it out and skoosh some carb cleaner in there...it should come out in the TB neck through a little hole. Reinsert/screw in the knob the same number of turns but make it have maybe a turn and a half out from stop. Don't screw it in hard, it grooves the plastic end of the needle/cone.
While you're at it, make sure there are no vacuum leaks...by now the tubine from the aic motor to the manifold and from the tube leading to the throttle body should have been replaced, they're certainly rotted OEM.
Next, remove the AIC motor/valve and clean the valve, make sure it moves easily.
Engine idle speed is set by grounding the right ecu terminal (fortunately there's a diagnostic/pigtail/connector on the passenger side of the vehicle) and THEN setting engine idle speed using that big black plastic knob on the throttle body. When you unground the wire the ecu maintains the idle speed depending on a/c engagement and the idle switch being on.
I'm not sure what the color of the wire is to the pigtail on your 86 but it should be an unloaded connector with two wires, one of which I think is white with a blue trace or white with a green trace. Maybe the FAQ will tell you or someone with an 86.
