rust spot accessibility 200 1977

Greetings all-

I am trying to kill the rust on my brick before the MN winter comes. The spot is located in the rear quater panel. I can't figure out how to get on the inside of it, it is sealed off by the spare tire area. Has anyone ever run into this problem? I am hoping it won't be a big major "cut your car in half" thing.
