Do I need to take out the engine to RR the oil pump?? 200 1983

SAD news..oil pressure on freshly rebuilt and installed B23 is 3psi at idle and 20 at 1500 rpm. I stupidly used the old oil pump (only had 100K miles). Now to order a new one and plan to install it. Do I have to remove the engine to do this? Is it as easy as it sounds in Haynes to drop the axle member by using longer bolts and removing the steering rack,brake lines,etc. What would you Volvogurus do?
I feel it might be that the seals for the tube to carry the oil up were not installed correctly...either way I have to replace or remove the oil pump.
