simple (hopefully) headlight casing question

Hmm, but why wouldn't they just put holes in it instead of having the rubber thing on the outside and also a tube like contraption? It seems as if you would connect something to it.

The bottom of my Volvo reflectors have a hole in it, but the top has the rubber thing. I'm looking at the new one for my parents' BMW 525i and it only has a rubber thingee up top and nothing on the bottom.
