Easy entrance for mice into any 940 900

Generally ALL the city services here are screwed up.

For instance, Seattle City Light first puts out an alert that people should conserve electricity... so everyone does. Next thing you know there's a rate hike because not enough electricity was used.

Same with the water. First they say 'conserve water'... so everyone does... then they raise the rates because not enough water got used! In any event, the rates just keep going up...

Ought to be grounds for a class action lawsuit IMHO.
