no start fuel pump troubleshooting 700 1990

Engine will not start, but will turn over. Alternator and battery are good. Has spark. I found that the fuel pumps don't run when I crank the engine, but both are turned on when I place a jumper wire between terminals 30 and 87/2 in the fuel pump relay base. A replacement relay didn't solve the problem; there is no response from the fuel pump using the new relay. So, the problem does not seem to be the pumps or the relay. I am reading about the electrical tests for the ECU of LH2.4 fuel injection in the Bentley manual. I also read somewhere else that a bad ECU can fry the relay. Am I headed in the right direction? Advice appreciated.
