Vacuum line to charcoal canister 700 1986

I have an 86' 745ti and am having problems locating where a certain vacuum hose goes. whatever idiot owned this car before me, they completely sealed off the hoses to the evaporator (charcoal) canister. I figured out easily how to hook the smaller hoses that run to the top of the canister, but the larger hose that comes out of the bottom was just an eight inch piece left open. I found another hose similar to the bottom one that was in a bracket and pointed in the right direction. Is the largest hose (not the PCV hose from the turbo intake)connected to the top of the intake manifold supposed to be hooked to the canister? Thanks for any help. Oh, is it possible for the canister to be clogged? Should I replace it?
