Checked tank pump,confusing results 200 1982

Did check out tank pump after work with voltmeter & independent power source (Old battery charger 12v).
Came to the following results; I have 12 Volts at the #5 fuse, I have 3volts at the connector in the trunk to the tank pump.With the power source to the connector to pump (Grey wire, rd/yl wire) there is no humm that I can hear with motor shut off(Does amount of gas in trunk affect this?). With power source to pump wires,wire to tank pump disconnected or with #5 fuse taken out it is the same lousy performance.now this after I just changed the FI harness in engine.I will try the amp test posted by runwld2 tomorrow but most likely I will just put in a new tank pump & see what happens. This is after I changed it a year & a half ago (I noticed it was made in England when I put it in-will try to get one from Sweden or Germany,perhaps it was a lousy pump). I just hate doing it again.
