89 740 Heater control valve. 700

would I be correct with the assumption that the hot water always flows through the heater core on this vehicle or does it have a valve. if it does not have a valve I would assume the flapper door is what controls the temp. My a/c is not performing like it should and I remeber putting the control to hot a few weeks ago after the car had been driven for a while and the air that came out was not really hot, I did this to see if the temp. changed signlaing a working valve.
