Ugh. You're not going to like the answer to this one. Its likely to be in the airbag control module, (also called a crash sensor) which is under your seat. The seat's easy to remove... don't forget to unplug the heater. The module is plugged in right under there. It *could* be a failure in the airbag itself, since the module tests the airbag every time you start up. The best way to tell unfortunately is to try a module and try an airbag from another car, or try yours in that car to duplicate the light.
One other thing, and it's a long shot but I did see it happen...
The wiring harness to these gets power separately from distribution up near the battery. I saw a 93 245 once where MICE had made a mess up under the left front strut and chewed the harness. COULD NOT get the SRS light out. Tried an airbag, module, even a (93 ONLY!) instrument cluster. So uh, look for wiring damage and keep those mice out.

The light won't go out unless the system completes it's self check successfully.
