The VIN will tell the story. And the plastic tag inside the driver's door.
The 10th digit of the VIN is the date code. It starts in 1980 with an A. 1986 is a G. Your VIN will read something like:
YV1AX8847G1123456
If it says "G" there, it's an 86. If it's an "F", it's an 85. It could very well have been built in 1985, and therefore confused some idiot clerk at DMV or a previous owner. If it has the big headlights, it is an 86 model.
I bet you'll find the build date to be August or September of 1985... anything built after August 1st is the next model year and must comply with that year's requirements. The car will have, I'm sure, a 3rd brake light. That was a change required by the US government for 1986 model year cars. Also there should be a white tag under the hood saying that it "complies with emissions regulations for 1986 model cars" blah blah blah. That's a sure sign.
DMV probably screwed up once when it was titled. Just make sure your insurance company and DMV agree when it comes to the paperwork.
By the way the digit after the G will tell you where it was built. 1 is Sweden, 2 is Belgium and 3 is Halifax, Nova Scotia.
