refinishing/touching up turbo wheels 200

"talked" a guy out of his 84 turbo wheels (cash speaks for itself). got a good deal and they're in nice shape, complete with center caps and lugnuts. while certainly presentable, there are a couple of small spots that have flaked a bit(smaller than a dime) and a little discoloration. is it possible to touch up these spots and have it not be noticable? what product/paint should i use from your experiences? should i just send them out to be professionally refinished and what can i expect to pay for a quality job. thanks for your help.
