big hole in floor boards 200

Amongst other issues with my 87 245 is the big hole in the floor boards. when I removed the carpet after discovering a water leak, probably in the windshield, I also removed my carbon monoxide block. As temp fix, duct tape is working very well but I want to get it fixed with something more permanant. The hole goes from left to right and runs just below the back bolts for the driver seat. The floor board infront and behind the hole, oddly enough, flex a bit. I think that using a bit of fiberglass will not work because of the flexing so welding is my only option.

My questions.

-Do I need to replace the entire floorboard or worse pan to fix this?
-Am I wrong and will fiberglass work?
-Where do I gethis sorta thing done, (the welding, I can do the grinding)?
-Does anyone know of any place inthe Portland, OR area that could do this?
