Jakob, brings out a good point about the block being weak. BUT, I'm going to have to say that it WILL support the power you plan to produce with it. There are a few guys, running around 15lbs of boost with port and polished heads, exhausts, etc etc. Its only the really high powered cars that are running into problems. There is even a guy "pistonslapper" who is runing the 13's (the only on the board) through a "weak" m46 gear box, and a weak blocked B230FT!! So needless to say, It will suffice.
Notice I don't talk about bearing sizes, etc. I don't know enough about them to comment. So if they are the top priority, disregard everything I have just said about the weak block.
The B230 internals, are lighter than that of a B23F internals. Yes the B230 crank is cast, and the B23F is forged. But do you really need all that strength if your only putting out 250HP? Even high RPM the cast will do. But just like Jakob says, balancing it all is Key.
The 531 head is the best starting point. They only came in cars outside of NA though. Here, in NA we got the 405 head, with K grind cam. Excellent combo. I don't know if you want peak power (3500-7000) or lower end torque. But the K will be higher up, the VX will give lower end torque. The cam IPD sells is a cam offered by Volvo in the specail edition 240's so should be legal to run, if you choose to run it.
I could see a nice 150HP out of the engine. The Stock B23E with 405head, and K grind put out 136HP from the factory.
