loss of turbo boost 700 1988

Vehicle (760 Turbo Intercooler) was running fine the other day, now when the turbo needle indicates that it is in the boost, there is a loss of power. Sounds like over reving, but tach stays about 2-2500 rpm. I am not much of a car buff but this car has over 350,000 km and normally runs well. Had the local garage replace a loose/lost bolt and gasket on the underside? of the turbo when there was a similar problem. Unfortunately this is not the case. Any ideas?
