1) You need to get the picture in electronic format, preferably a JPG format. A digicam or scanner will do the trick.
2) You need to make it 'available' to the internet - this means copying it up to a server somewhere that is always on and allows browsers to request the picture. I'm not sure if Jarrod hosts photos on this server. Usually your ISP (Internet Service Provider - who you use to connect your computer to the internet) will give you a certain amount of space as part of the service they provide. The Prodigy account I have gives me 15 MB to use. Figure out how to access and use that space, and copy your pic there.
3) Once you've gotten your picture 'on the internet' it will have its own URL - (Universal Resource Locator) - the address anyone can use to get to the photo. The URL you need is for the actual picture itself, not the page it resides on. If you right click on an actual picture on a page and select Properties it will show you the URL, as well as some other info. Note that it will end in >JPG or some other image suffix. If you enter this address in the address bar of your browser you just get the picture, and nothing else.
4) Easiest way to display the picture in a post instead of just including the link for people to click is to cut-n-paste it into the "Image URL" box below the post test edit area when entering a post.
I'll attach a picture using that method. Right click on the pisture, select properties and you can see the web where Prodigy is storing my picture for me.
