Check your front chassis grounds to make sure they are clean and not corroded: they can cause all sorts of electrical anomalies.
To check the stalk operation, remove the top steering column cover and peel back the rubber cover at the stalk base. This exposes the wiring, which you can test with a pin pierce for various signals. It definitely helps to have the Volvo OEM wiring diagram book, not Haynes or Chilton.
