Fog Lights 900 1997

I was recently involved in an accident where I was hit in the left front fender that knocked the nose all out of line. After $4400 worth of repair (thankfully paid for by the guilty's insurance co.) I got my car back yesterday and the brand new fog lights, including housing units, do not work. I went back to the autobody shop and they agreed to take it back to repair, but I would much rather avoid tying up my car, and a friend's car for a day. I checked the fuses and wiring, even inspected the bulbs which are squeaky-clean-new. When I turn on the switch, the little green glow doesn't come on, like it did when they worked. The auto body shop said they tested the lights before I picked up the car and they worked, but it was probably just a bad relay they will fix for me.

1) Is this auto body shop blowing smoke?
2) Do I have an easy fix that I can do on the weekend?
