Proper turbo fuel pressure?? 900 1986

This car is one I really like, but it just is not as fast as my 90 and 91 turbos off the line. Measured the fuel pressure, thanks to those nice Schraeder valves the 93 has. At the rail, at idle, 39 psi, just before the main fuel pump 15 psi. If I ran up the engine up, the fuel pressure dropped.

Is this proper? I changed fuel pumps and it made no difference. If I blocked the return line the pressure jumped up as expected. FPR is new, but it it correct?

Would appreciate some input and thanks.
