Front Brake Noise questions 700 1988

I have a 1988 740GLE non-turbo with approximately 130,000 miles. I had the tires rotated and balanced and I saw the tire guy torque the lugs with a torque wrench after checking a chart. Anyway, 2 weeks later, I hear a rhythmic rubbing noise at low speeds even when the brakes are not applied. At highway speeds, (55-60 MPH) the car vibrates pretty good. Did this guy warp my rotor?

2nd Question,

When I apply the brakes, I hear the front calipers "Clack" when they are applied. Is this an indication of a worn set of caliper bolts, It has always done this.
