plugs say lean, ECU says rich 700 1986

I've got a strange problem with my newly purchased '86 744T (LH 2.2) in that the plugs are bleached white (indicating, in my mind, a lean condition) while the ECU firmly maintains (via the dwell/CO testpoint) that the mixture is too rich.

When I got it, the car was in pretty rough shape and I've since replaced all the vacuum hoses, checked the induction system (full disassembly) and gave it a fairly thorough tune-up. I've also replaced the FPR (strong fuel smell in the control line), O2 sensor (stuck at 0.95V) and the fuel filter.

One problem I inherited with the car was an idle around 2500 rpm. I popped the ECU open and discovered one of the controlling transistors was shorted so I swapped in an equivalent part. Now the idle is rock solid at 750/800rpm. Have EE degree, will travel.

Am I looking at a new ECU? I assumed that its failure would be indicated by the car ceasing to function at all.

Thanks

Joel
