IS MY REAR SUSPENSION IN NEED OF REPLACEMENT?

Looking at the profile of the car, there seems to be less clearance b/tw the rear tire and the curve of the fender (about and inch) and the front tire and curve of fender (about 3"). Is this an indication that there needs to be some replacement? Not sure if there should be that difference of not. If so, what should I try first? Springs and shocks both?
