warped hubs are the cause S90-V90

A month ago I posted that I had changed out 3 sets of warped rotors on my 1998 V90 in the past 7-8 months and I am getting a shudder in the steering wheel once again. After wasting my time with the local (experienced) volvo mechanic, I took it in today to the Volvo dealer for diagnosis. They found that the hubs are warped and that it is causing the rotors to warp. Does this sound right?

Thankfully, the hubs are covered by VIP and I'll save the $600 on that cost. But, I guess I need to bite the bullet and spend the $425 for new rotors and pads from the dealer. I went to the local mechanic originally to save some $$ since he changed out the first set of warped rotors and pads for under $200. And although he changed out the rotors twice at no cost, I'm surprised he didn't pick up on the warped hubs after 3 tries. Should I ask for a refund on the original brake job? Or write it off to being penny wise and pound foolish?
