To get a +/- .5v signal (and that's a reasonable assumption considering that the sensor at the axle is basically a crude little alternator) you'll need a function generator and an oscilloscope to set the function generator output level, unless the function generator has an output adjustment calibrated in volts. Function generator would be setup with no DC offset, sine wave. No idea of frequency, probably best to start at 1hz?
