No gas getting to carb. 200

My 242 84 is manual carb and for some reason I have notice when I'm low on gas and just start the engine it runs very rough with no pickup then seems to pickup speed and then stalls. It's getting power to the plugs and when I remove the gas line from the carb there's no gas so I have primed it and then it seems to run. The question I have is why does the gas not stay in the hose up to the carb, is it not enough pressure from the tank. Any answers would help.
