Man--if you're worried about welding in a new piece for that, I'd hate to see what you'd do if you got a dent!

I'm just kidding, but honestly you could probably grind off most of that rust and spray it with rust converter or something. It will likely never come back. I would check the corresponding location on the underside of the car to see if it's something to worry about but I doubt it sincerely. If you do something about it now it will probably never show any more rust in that area. At least in the time that you're interested in having your car.
