The raised dip cetainly sounds like PCV problem - and needs checking.. I take it you have also checked all the tubing from the turbo to the manafold for leaks..
Thinking about it you say its smokingat IDLE this kind of rules out any boost related problems..but to be sure go and buy a vacume/boost guage you can buy them in sets cheaply from motorcycle shops as 'carbureta balancing guages' and connect it to the pcv nipple on the manafold - i get circa 24" of vacume at boost...
now if its at idle and you have vacume..that means less possibles..
1. your rings are leaking..a compression test will tell you that.
2. you are burning old oil from the intercooler..possible but i would expect if you run the car it should get much worse under boost if its enough to burn at idle.
3. your burning old oil from the CAT..more probable..if the turbo was seized i would bet a load of oil got dumped into the cat..and that is now probably running hotter with the restriction of the seized turbo out of the way...
4. your 'new' turbo is dumping oil and possibly presure into the crank case as well...hell its possible...
steps i would take:-
1. remove and clean the following:-
1 all pcv tubing and the seperator box (hell replace it its only $30) also replace seal on oilcap...they are only good ffor 12 months on a turbo..(im told)
2.drain intercooler, remove clean and check all turbo intercooler hoses (including inlet from air filter)
3. check compression & manafold vacume
4. having done all the above (you shuld be sick of degreaser by this stage!)
run see if problem is cured, if not remove all above tubing again and examine.
What you are looking for is as follows:-
excessive oil in pcv tubing - you have crank case presure so its either turbo leaving, or piston rings
oil in end of air intake tube to turbo..this is comming down the PCV hose...se above
oil in tubes post turbo - the compression side of the turbo is leaking...your new turbo is not so good
oil not after turbo, but after intercooler...hehe you didnt do a very good job on the intercooler...
none of the above..if you have cured your lifting dip and oil from cap. dont have oil in the intake pipes (hint a LITTLE is normal!) then that leaves the exhaust side...eith just load of oil in it burning out, or your turbo is leakingg into it..only way i can think to tell would be to (a) run it and see if it gets better, (b) strip turbo/ exhaust and inspect..
I would say though a little oil in a pipe can make a LOT of smoke...
just my thoughts..others may differ
and ps the pipe strip round the engine really isnt as bad as it sounds...
good luck!
