Hard Starting 700 1990

1990 745 non turbo. I have a problem with the first start of the day. It takes about four or five tries to start the car. Once it starts, everything seems to work fine. The Volvo dealer hasn't been much help, and my mechanic gave up. I'm told my car has a Regina system. (wiring??) The cold start valve's been replaced. Fuel pressure regulator was replaced, which solved a different problem with the car not starting at all. Throttle body was cleaned out, cap replaced, etc...
I discovered if I turned the ignition key to the "on position" about ten times, to the point where all the accessories are on without starting it, my car will start right up on the first try. It also seems to start better on a full tank. It seems to me that after the car sits a while and cools off, the fuel flows back into the fuel tank. The fuel should stay up where it's needed, Right? The fuel pressure was checked and said to be okay. It also seems kind of gutless on hills, and bucks when the air conditioning pump kicks on, but still runs pretty well. My 1979 245 starts better and is quicker than my 745. That's not right. I would think my 745 should be quicker than my old 245.
I've read that these symptoms could point to an in tank pre-pump. Does that sound about right? Is there any way to check this? Or is there something else it could be? Any ideas would be greatly appreciated.
