Stalling in Cold Weather Low Idle 200 1990

My 1990 Volvo 240DL stalled last Winter in very cold weather. The car would not stall once it warms up. From reading the Brick last winter, I believe the issue is a low idle caused by an air leak in my air-intake.

I am about to buy a number of air hoses from IPD and swap them out. I think the #1 culpret is the Air Intake hose (this is the ribbed hose). I was going to change the breather, flame trap, and PCV hose as well.

Has anyone had this problem with the low idle, and have solved the issue with hose replacement?
