Turn signal oddity S90-V90 1998

My wife was returning from a trip this afternoon and said that when she turned on the headlights or parking lights the left turn signal indicator on the dash came on and stayed illuminated (no flashing at all even when the turn signal lever was in the "middle" position). When she got to the house I noticed that the left turn signal on the rear of the car was also on when the headlights or parking lights were switched on (again, it stayed illuminated and did not flash).

When the headlights or parking lights are off the turn signals functions normally.

What the heck is going on here?
